According to documents of the Plywood Association, from October 2020 until now, the volume of peeled boards made from acacia wood and planted eucalyptus wood has been exported to the Chinese market in large quantities. Specifically, in the first 3 months of 2021, the export value of peeled wood products reached over 36.11 million USD, an increase of 197% over the same period in 2020.
Of which, the Chinese market alone imported more than 32.61 million USD, accounting for about 90% of the total export value of peeled wood in the first quarter of 2021.
The export proportion of peeled board products increased sharply from an average of 5.5 million USD/month at the beginning of 2020 to over 13 million USD/month from November 2020 to the end of the March 2021 quarter.
There is a phenomenon that some businesses exporting peeled wood make customs declarations of lower value than actual value to reduce the import tax payable.
In its written proposal, the Plywood Association also mentioned that many members from large peeled wood producing localities are worried that the large amount of exported peeled wood will lead to a scarcity of domestic production plants. raw material source.
In addition, the increase in export volume also leads to an increase in peel board prices, causing difficulties for domestic production. Specifically, from October 2020 until now, the purchase price of AB level boards in localities with large supply sources such as Binh Duong, Binh Phuoc, Dong Nai, Bac Giang, Lang Son, Yen Bai, Tuyen Quang, Ha Giang, Phu Life expectancy... has increased more than 10% compared to the beginning of 2020.
Currently, peeled boards have an export tax rate of 10%. The Plywood Association believes that there is a phenomenon of some businesses exporting plywood making customs declarations of lower value than actual value to reduce the import tax payable.
In fact, most of the businesses exporting veneer are trading companies, but in their export documents, they declare that they are Veneer processing businesses that buy round wood directly from farmers to avoid refunding value-added tax. .
The Plywood Association recommends strict control of export records of plywood materials to avoid fraud and loss to the state budget.
In addition, it is necessary to apply a minimum price for exported peeled board products made from acacia wood, eucalyptus wood, fat wood, and planted linden wood with a minimum FOB price of 160 USD/m3 and for peeled boards produced from Minimum FOB price of rubber is 200 USD/m3.
A representative of the Vietnam Timber and Forest Products Association said he would propose to the Ministry of Finance to have better control measures for exported peeled wood products to avoid losses to the state budget as well as protect manufacturers.
